Fire Evacuation Drill

Standard Operating Procedure

PROPOSED MOCK DRILL
(Evacuation & Fire)

1.     First of all decide date and time for above drill.
2.     Decide assembly points for every Department.
3.     Decide place for generation of fire.
4.     Prepare text for announcement regarding evacuation of building in English as well as in Hindi

  1. Prepare / arrange following material
a.  Prepare placards for each department to be displayed at their assembly points.
b. Arrange following material to generate fire
1.      Pieces of wood, clothes, paper etc. for Class ‘A’ fire.
2.      Diesel 5 to7 liters with drum of medium height but large opening for class ‘B’ fire.
3.      Match Box.
            c. Following material to extinguish fire
               1. Fire extinguisher which should operate (get them checked a day or two     before the date of drill). Minimum 04 number of each type i.e. Water type, Dry Chemical Powder type, CO2 type and Mechanical Foam type. (These will be available with Building Services)
2.Canvass hose reels and Branch pipes - 02 numbers each. Ensure these do not leak when in use. (These will be available with Building Services)
           d. For successive two days check following systems prier to date of drill:
               1. PA System (Ensure that sound of speakers is loud enough and audible).
               2. Automatic alarm system and sound of hooters.
               3. Complete Hydrant system with functioning of pumps.
              Send e-mail to Building Services that they should give you feed back on this.

  1. Instructions for liftmen
a. Immediately on listening evacuation announcement or at least two minute       before liftmen should bring their lift at ground level and put on the FIREMAN SWITCH of their lift.         
b.Detail a sensible person to supervise this operation.
  
  1. Detail men for following jobs
a. Persons to display placard at assembly points of occupants. These persons must reach at their respective position before announcement for evacuation.
            b. Detail a person to supervise operation mentioned at serial number A.

           c. Detail teams to fight fire by using
                 1. Fire extinguishers           2. Small bore hose reel
                 3. Hydrant system
d. Detail person who will place fire extinguishers, hose reel and branch pipes near fire generation point and will generate fire before announcement for evacuation.
e. Detail persons to remain in pump room and control room.
f. Ensure man material movement is stopped by security personnel at main gate as soon as evacuation of building is announced
g. Detail person who will activate fire detection system’s hooter and PA system and announce on PA system to evacuate the building. He should practice announcement so that he should be able to speak in proper flow and clearly at the time of announcement. He should make announcement at least three times in English as well as in Hindi alternately.

  1. Information to employees
a.      Send a e-mail to each employee / display on notice board that evacuation drill will be conducted on any day at any time on decided day. To make the drill a success every employee should fallow circulated instructions.

  1. BUILDING EVACUATION PROCEDURE (To be circulated to all departments)
1.      Detail at floor marshal, deputy floor marshal and observers.
2.      Instruct not to create / allow panic.
3.      Do not use elevators while evacuation. Use stairs / fire escape route.
4.      Evacuate in an orderly manner and organized manner.
5.      Walk out in a single line.
6.      To count heads you should carry your attendance register(s).
7.      Receptionist should carry visitor register.
8.      Assemble at prearranged assembly point as intimated on notice board/
      E-mail.
9.      Carry all personal belongings.
10.  Cut off electric supply of your workstation.
11.  Floor marshal should cut off the electric supply of his department.
12.  Allow ladies, sick persons and disabled to leave first.
13.  Subordinate staff should be allowed to leave next.
14.  Managers and Top Management personnel should leave towards end.

15.  Do not re-enter the building until authorized to do so.
16.  Floor marshal / observer should submit their report within one hour about their observations about behavior of their personnel during drill i.e. did they follow these instructions and time taken to evacuate the building. 
  1. First aid Arrangement:
Detail an employee to carry first aid box. He should be trained in providing First Aid.

1. DUTIES OF FLOOR MARSHAL
·   Inform every one their place for assembly.
·   Ensure no panic is created.
·   Every individual switches off electric supply of his workstation before leaving.
·   Every individual carries his personal belongings.
·   Attendance and visitor register should be carried by person responsible for counting of heads.
·   Ensure every one uses stair to reach to the place of assembly. Lifts are not to be used for evacuation.
·   Ensure that every one evacuates in an orderly and organized manner.
·   Ensure people walk out in a single row.
·   Ensure ladies, sick persons and disabled are allowed to leave first.
·   Subordinate staff should be allowed to leave next.
·   Managers and Top Management personnel should leave towards end.
·   Floor marshal should be the last person to leave the floor and before leaving must ensure that no one is left behind & switch off supply of the premises.
·   Do not allow any one to re-enter the building until authorized to do so.
·   Submit observation report to control room within one hour about his observations about behavior of his personnel during drill i.e. did they follow instructions and time taken to evacuate the building.

2. PROCEDURE TO BE FOLLOWED FOR EVACUATION BY ALL       OCCUPANTS
·   Know your place for assembly.
·   Do not create panic.
·   Every individual should switch off electric supply of his workstation.
·   Every individual carries his personal belongings.
·   Use stair to reach to the place of assembly. Remember lift should not be used for evacuation.
·   Evacuate in an orderly and organized manner.
·   Walk out in a single row.
·   Allow ladies, sick persons and disabled to leave first.
·   Subordinate staff should be allowed to leave next.
·   Managers and Top Management personnel should leave towards end.
·   Do not re-enter the building until authorized to do so.
·   Assemble at your ASSEMBLY POINT. Do not leave the place till intimated to do so after head counting


3. PROCEDURE & ACTION TO BE TAKEN AT ASSEMBLY AREA BY HR Department.
·   Take attendance and also ensure that even all visitors are in assembly area.
·   Inform to control room and floor marshal that counting of heads is complete.
·   Allow re-entry to the building after receiving clearance from control room.
